Yes, but as a practical MP3 player no. The phone will play mp3 files, but your standard V3 only has about 5 megs memory free. That can be boosted to about 7.5 if you know what you're doing and delete some pre-loaded content, but you really won't be able to get more than about 2 songs on it, and then the phone's memory is maxed out. You won't be able to use the camera, internet, or add custom ringtones after that because the memory is full. The mp3 capibility is really just there so you can make your own ringtones. -Jay

If you are referring to Motorola Phone Tools, no it isn't free. However, it is pretty cheap online (<$15). Google for it. Look for version 4.0 or later.
